The Brazilian Programme quality and productivity of Habitat (PBQP-h) is a set of actions undertaken by the Ministry of cities, through the National Secretariat of housing, which has as its primary purpose, to organise the civil construction sector around two main issues, relating to improving the quality of habitat and modernisation of production.
Among the main results expected are: make the construction industry more competitive, reduce costs, concomitantly to raising the quality of buildings and seek a greater reliability of agents funders and the final consumer.
The search for these objectives involves a fairly broad actions including enameled qualification of remodeling and designers, improving the quality of materials, training and re-qualification of labour, technical standardisation, accreditation of laboratories and approval technique of innovative technologies.
The SiAC is the standard program for conformity assessment of Construction Companies and was based on the ISO 9000 series of standards with evolutionary character, establishing levels of progressive conformity assessment (levels d, c, b, a), by which the quality management systems firms are evaluated. Contractors, public and private, individually or through sectoral agreements concluded between contractors and entities representing contractors in establishing deadlines for the duration of the requirements of each level.

Portaria No. 118 of 15 March 2005, published by the Ministry of cities, replaced the "SiQ-qualification system of service companies and Works-SIQ-Remodeling" by "SiAC-conformity assessment System of service companies and civil construction Works" under the PBQP-h. The set of rules and guidelines of this new system can be accessed through the site: www.cidades.gov.br
The new SiAC progresses toward the magnification program scopes, including sub sectors of sanitation, road works and works of art, as well as buildings. In addition, a significant expansion of the participation of BRAZIL in PBQP-h now, including starting with sits in CTECH (National Committee of technological development). With this, the system began to embrace the concept of conformity assessment instead of qualification.
One of the key points of the changes introduced by the new rules of SIAC was the imposition of self declaration of conformity for the "d" level (initial) of the system. With this, the company works and services, shall undertake legally by the truthfulness of the contents of that auto-Declaration, not being performed audit by in-house certification level "d". On the other hand, levels C, b and become effectively object of certification, and no more.
